Encouraging the redevelopment
of environmentally impacted properties through property tax incentives that support investment, cleanup, and long-term economic growth.
The Brownfields Tax Incentive encourages the cleanup and redevelopment of properties where environmental contamination may complicate future use.
Working in partnership with the Maryland Department of Commerce and the Maryland Department of the Environment (MDE), BDC administers Baltimore City’s portion of the Brownfields Revitalization Incentive Program (BRIP), helping eligible property owners access local property tax credits after completing an approved environmental cleanup.
Eligible projects may qualify for a property tax credit equal to 50% to 70% of the increase in assessed property value following environmental remediation.
Properties located within a designated Enterprise Zone may qualify for a credit period of up to 10 years, while eligible properties outside an Enterprise Zone may qualify for a 5-year credit period.
The program is intended for owners or operators of eligible Brownfield properties located within Baltimore City.
To qualify, applicants must:
- Complete an approved Voluntary Cleanup Program (VCP) or Corrective Action Plan (CAP)
- Meet Maryland Department of Commerce and Maryland Department of the Environment eligibility requirements
- Submit all required documentation through the City application process
- Complete an approved environmental cleanup through the Maryland Department of the Environment.
- Gather the required project documentation.
- Submit your Brownfields Tax Credit application.
- BDC reviews your submission for eligibility.
- Eligible applications are certified and forwarded for tax credit administration.
Applicants should review all eligibility requirements before submitting an application.
Required documentation generally includes:
- Completed application
- Maryland Department of the Environment approval documentation
- Required Maryland Department of Commerce documentation, if applicable
- Building permit
- Supporting project documentation related to the completed cleanup
Important Information
Applications should be submitted during the first qualifying tax year after an eligible cleanup project is completed. Missing applicable deadlines may affect eligibility for available tax credits.
