BDC is the lead economic development organization for the City of Baltimore. Our mission is to grow the City’s economy in an inclusive manner by retaining, expanding, and attracting businesses, increasing Baltimore businesses’ profit margins, and promoting investments, thereby increasing career opportunities and wealth creation for Baltimore City residents.

Baltimore Development Corporation was established in 1991 through the merger of the Baltimore Economic Development Corporation (BEDCO) and Center City–Inner Harbor Development, Inc., bringing together decades of economic development expertise under one organization. Building on the legacy of transformative initiatives such as Charles Center, the Inner Harbor, and Baltimore’s industrial and business development efforts, BDC has served as the City’s lead economic development organization for more than three decades.
Today, BDC partners with businesses, developers, investors, entrepreneurs, institutions, and government to attract investment, strengthen neighborhoods, support business growth, and create economic opportunity throughout Baltimore. While our mission has evolved to meet the needs of a changing economy, our purpose remains the same: helping Baltimore grow through strategic investment, collaboration, and inclusive economic development.
