The Grocery Store Tax Credit encourages the development and modernization of grocery stores in designated Grocery Store Incentive Areas throughout Baltimore City.
The program provides a personal property tax credit to eligible grocery stores that construct new facilities or make significant investments in existing locations. By supporting grocery investment, the program helps improve access to fresh food while encouraging neighborhood revitalization and economic growth.
Eligible grocery stores may receive:
- An 80% personal property tax credit
- A credit period of up to 10 years
- Tax savings on qualifying furniture, fixtures, and equipment investments
The incentive is designed to encourage long-term investment in grocery stores serving Baltimore neighborhoods.
To qualify, projects must meet the program requirements established by Baltimore City.
Eligible applicants must:
- Be located within a designated Grocery Store Incentive Area.
- Construct a new grocery store or complete qualifying renovations to an existing store.
- Meet the required investment thresholds based on the size of the store.
- Dedicate at least 500 square feet to the sale of fresh fruits and vegetables.
- Dedicate at least 500 square feet to the sale of other perishable foods, including meat, seafood, and dairy products.
