The Baltimore Development Corporation (BDC) administers the Maryland Enterprise Zone Program for Baltimore City. The program provides eligible businesses with state and local tax credits that encourage business investment, job creation, and commercial development within designated Enterprise Zones and Focus Areas.

About the Enterprise Zone Program

The Maryland Enterprise Zone Program encourages businesses to locate, expand, and invest in designated areas throughout Baltimore City. Eligible businesses may qualify for real property and state income tax credits in exchange for creating jobs and making qualifying investments.

Businesses located within designated Focus Areas may also qualify for enhanced tax benefits, including personal property tax credits and increased employment tax credits.

Determine Your Eligibility

Not every business located within an Enterprise Zone, Sustainable Community, or Opportunity Zone automatically qualifies for tax credits.

To receive Enterprise Zone benefits, businesses must be certified by the local Enterprise Zone administrator as meeting program requirements.
